Great photos! It looks like the Yellow Douglas Fir Borer (Centrodera spurca). According to OSU http://sites.science.oregonstate.edu/bpp/insect_clinic/commonsubmissions.htm , "This is a common long horned beetle in the west that feeds under the bark of Douglas-fir as a larva. The black spots on the sides of the beetle distinguish it from some of the other species that occur in Oregon ."
To the best of my knowledge, the Yellow Douglas Fir Borer is not considered a significant problem. Note: I have found additional information about this insect and others of the roundheaded wood borer family. They infest newly dead wood and are not usually involved in harming a living tree. They help break down dead wood. The only problem with them is if harvested trees are left out and not taken away, they will be infested, the wood will start to break down, and it will decrease the value of the wood.
