While bacterial leaf scorch symptoms can be scattered in an oak canopy, this is a classic symptom of cicada oviposition (egg-laying) damage, though you can check some of the twigs to be sure. Look for dashed-line cuts into the wood, as illustrated on these pages:

Oaks in particular seem to have been a favorite of the cicadas, but no intervention is needed (or practical trees this size). The twigs will break off in their own time, probably in stormy weather, and the tree will regrow branch tips next spring.
If you do not see signs of cicada wounding, see if you can send us a few close-up photos of the affected twigs, especially showing the area where the dieback meets healthy growth. If the branches are too high for this, it will be harder to make a diagnosis without closer photos, in which case consulting an arborist would be useful.
