This fungus grows in my yard every summer. What causes it? Is there a way to eliminate it?

Your fungus is growing on old wood (most likely old tree trunk or root system) within the ground and helping it to decompose.
You can get rid of the fungus by cutting or digging it and throwing it away, but it is likely to return when conditions allow (usually wet/humid) unless the underlying wood is removed or completes its return to the earth.
