3/8-inch-long, gold and black, hairy ant-like insect found on our brick patio west of Philomath

Although I'm not absolutely certain, the insect may be one of Oregon's approximately 600 native bees. 

It's important to know that Oregon's native bees don't sting. Thus, it won't harm people or their animals.

Could it be this?

Yes, I know about velvet ants. They can be nasty. Definitely don't touch or handle them. Thank you for the feedback.
