I know my inches of water per week and want to apply it 3 days a week but should I apply it in 1 setting or should I apply it in cycles? Also should I apply it at a rate of 0.2 inches per hour? Should flower beds be at half the rate of lawns? The soil is clay.

If water is pooling and running of the surface break the application into 2 or 3 short cycles during the day.
Regarding the flower bed, I think the water amount will depend on the species. However, flowering will have deeper roots than turfgrass and will likely persist with deeper, more infrequent irrigation.
