Bell pepper, holes on the leaves #757145

Bell pepper plants in my vegetable garden started to develop some holes on some of the leaves (as picture shows.) This is the beginning of the problem. How should I treat it?

Some of the small holes could have been the work of a flea beetle and is very minor and not of concern.
 The large hole could have been from a beetle or caterpillar. Beetle and caterpillars rarely cause significant injury to pepper plants. 

Some spots look like a bacterial leaf spot disease. That would be the biggest concern, as it can spread in warm, wet, humid weather.
