Douglas you have given us a very difficult problem to solve and one, I believe, where you need someone on-site who can ask questions and observe the signs and symptoms of the damage to your trees.
With that thought in mind, here are a couple options for you to consider:
(1) You can contact your county OSU Extension office and ask if they could come out and help you with your problem. Here is their contact information: 580 Calumet Lane

(2) Your second choice is to check the internet for an ISA Certified Arborist and ask them to come out and do an on-site analysis of your problem. The ISA Certified arborist is specifically trained to analyze the type of problem you are experiencing and provide you with treatment options.
Just from what you have told me and the pictures you sent and due to the extent of the problem and the large number of possible causes, you definitely have an issue that needs on-site analysis. Your problem definitely needs some on-site detective work.
