Rose Rosette? #756997

Last week, we moved to a different house in Frederick. In the back yard there are several Knockout roses. One of them looks like it might have rose rosette disease. I am sending three pictures of the shrub in question along with this question: 1 of the whole shrub, and 2 closeup photos. In a separate, follow-up question, i will send a picture of a nearby Knockout rose that is about 3" away. In total, there are 5 Knockout roses and only one of them appears to have trouble. My question, is this rose rosette disease and, if so, what should I do?
