Growth on Apple Tree? #756902

We have a growth on the underside of our apple tree. We are not sure what it is! Attached is a picture. There is no odd smell. The white dots are almost cotton-y tufts of something. It looks like a blob of mud, but it is hard. Thanks for your help!

I'm not entirely sur from that photo, but it is possible that it is Woolly Apple Aphid. Info in the link below. Have a look and please feel free to write back to confirm or if it does not look like this.
