Diseased bush #755546

I’ve had these bushes for years and never saw this before. It’s like tiny little black seeds in surrounded in a web type substance. They are all over the tips of the branches. I’ve included a picture of the other one I have that is healthy. I don’t know the name. I was going to just cut it way back, or should I use a product?

My guess would be webworms. Look at the webbing and see if you can see some insect larvae inside.  The "black seeds" are frass from the larvae.

Usually no treatment is necessary.  You can just spray off the nest with a hose or prune them out.
