Fuzzy something growing on holly bushes #754742

I've noticed this fuzzy stuff growing on my holly bushes for the past couple of years. I've asked two different experts but they don't know what it is. They said it's not a fungus and it's not bugs. It eventually kills the leaves around which it is growing. And also I haven't had holly berries on these bushes since the fuzz showed up. I've started treating the bushes with All Seasons Horticultural Oil but I don't know if that is going to make a difference. Let me know if you can identify what this is and how to treat it.

I am sorry but I can't get a close enough look at this issue to tell what it is either.  I have searched for diseases or insects that might cause this but had no success.  Are you sure that it's not the flowers that either aborted or were frost-damaged or somehow died prematurely, and then just stuck on the stem?  It seems to occur just where the flowers and berries are borne, which would be odd for either a disease or insect.  By this time, are they dry and just crumble off if you rub them?  Interesting!

Thanks for looking. The fuzziness also looks to me like it is occurring where the flowers and berries are born - we haven't had berries in 2 years. I don't think they are aborted or frost-damaged given how long this has been going on. It takes a while but I think it does cause all of the adjacent leaves to die and fall off of the bush. Not sure what else to do for these bushes at this point.

You might take a very close look (magnifying glass) to see if there are scale, aphids, spider mites, or thrips that have colonized there.  Of course, once the flowers are dead all of them but scale would move on.  But I would try to see if it looks like it could be insect damage, and then next spring, you could really be on the lookout for pests that may be attacking the flower buds.  You could treat with horticultural oil now, as it will kill some insects, but it won't kill scale this time of year. Spray again in 7 days.
