What you are seeing is called window paining. An insect is scraping off the top layer of the leaves and eating it. It is probably the rose saw fly.

The damage looks like something called window paining. It is the result of an insect scraping the top of the leaf to eat the tissue. Combined with hot weather the leaf dries out quickly. The damage is probably being done by the rose Sawfly.
