What is this in the pictures? Is it something to worry about or needs to be treated? Will it harm the plant?

These are cones galls.  No, they are not serious nor do they need treatment. 

Galls are caused by an assortment of insects and other organisms. Only a very few are of consequence, and these are not one those.
