Abby,
Your photos were very helpful. It looks like leek moths have found your garlic. The eggs that were laid by the moth hatched as the caterpillars now eating your garlic leaves. The caterpillars then go through a metamorphous to become cocoons. These in turn go through a metamorphous to become the leek moth. So the cycle starts all over again. The adults hide in debris during the winter.Its therefore important to remove debris from the garden in the fall.
During the growing season putting netting over the garlic bed will keep the leek moth from laying eggs. Now that you have caterpillars they can be sprayed with an organic pesticide, Bacillus Thuringiensis (BT) such as Dipel. Follow the label directions.
