These are all over my chive blossoms.

Hello.  This looks like a Japanese beetle.  The flowers are clear in your photo but the insect is a bit blurry.  Perhaps you could try googling Japanese beetles and confirm that is what you have. Some sources online suggest growing chives as a deterrent to this pest but it is not effective.  One effective way to get rid of them is to scrape them off into a container of soapy dishwater.  They will not be able to fly out of it and it controls the population a bit if there are fewer insects trying to mate on your plants.

I’m sorry, but this is far too small to be a japanese beetle.  Furthermore, it doesn’t appear to be chewing any foliage.  I am familiar with japanese beetles.

Hi.  Thanks for clarifying.  Is it possible for you to isolate one of the insects on a piece of paper or some plain background and take a photo of it?   I do not have a clear picture of it.
