Hello Sarah: Without seeing a photo, I'm taking a guess that you are dealing with the recent infestation of Gypsy Moths. The Extension Entomologist just created a fact sheet specific to this outbreak (it's particularly bad this year) and I have attached it here. I hope her information is helpful.
