Hi Rex, it is impossible to tell from a photo whether or not these are queens. If you captured them very early in spring, they probably are since only queens overwinter. At first they have to do all the work of foraging as well as any nest duties. This lasts until workers have emerged to take over those tasks.

I'm including a link to a University of Idaho Extension publication, "Homeowners' Guide to Yellowjackets, Bald-faced Hornets, and Paper Wasps", which has more information regarding all of the mentioned flying/stinging insects.

Since this is an electronic format question answering service, we cannot receive samples. You might take your preserved insects to the Master Gardeners in Marion County. However, they are still closed because of Covid.

You might also try iNaturalist for identification.
