Identifying Fire Blight in Pear Tree #753316

Hi - I have a Kieffer pear tree that I planted last year and it is not growing well this year. I have planted it in zone 4B, so am not sure if what I am seeing is due to pushing the limits on where this pear tree can grow (i.e. how far north) or if there is a more serious issue of fire blight starting to show. I have attached several pictures that I took this past weekend and would appreciate if anyone could tell me definitively if this tree is showing signs of fire blight. My biggest concern is the orchard trees nearby and whether I need to take preemptive measures. Thank you so much for your insight to a rookie pear tree owner! Chris Anderson
