Hello,
I would recommend watering the tree to help it push out a second flush of leaves. With the drought conditions we have been experiencing, you will need to water more frequently than last year. Take note of branches that do not produce more leaves, and mark them for removal next late-winter.
Scratching bark to see if a branch is alive is another way to do it. Remove a little bit of the outside layer of bark to get a look at the cambium layer. Use your fingernail or small pocketknife to remove a small strip of exterior bark. Don’t make a great wound in the tree, but just enough to see the layer below. If that layer is green, you know you have a good chance of it coming back.
If you are having issues with the viburnum leaf beetle, you will need to use an insecticide to protect the new leaves. The following article gives a list of insecticides to choose from.
