Many neighbors had severe freeze damage to their Meyer Lemon trees. Some neighbors are seeing new growth from the root areas. But if the trees are on grafted root stock, what will the fruit be? Are any Meyer Lemons on their own root stock?

If the growth is from the rootstock it will not be Meyer lemon, it depends on what the propagator used. The growth will be very thorny, and if it sets fruit it will not taste good (usually very sour).
Some growers do produce citrus on their own roots, from cuttings. You would have to look for the original bud site and see if the shoots are above or below it. If there is no graft site, than it was cutting produced.
