1/6 hydrangea bushes leafing out oddly #752712

Hello! We have six hydrangea bushes in a row that are about two years in this spot. This year one leafed out oddly, almost like herbicide damage but it’s not consistent over the whole plant. Hopefully you guys can give me some ideas. Thank you.

This one is very consistent with glyphosate (Round up or other Trade names) injury. Application could have been this year or last year as it can be a problem in perennial plants multiple years in a row. This is a link to chemical damage in rose but it is very similar:

Could go either way. It will look goofy this year and could go on to die or it could grow out of it in future years. I have seen both things happen out there on different kinds of plants.
