Great question.
The bush in question appears to be a Spiraea perhaps Spiraea nipponica or Spiraea vanhouttei.
The insect from what I can see is a type of scale insect that attacks trees and shrubs. Some may be difficult to control as several have hard shells which help protect the insect. A possible treatment is to spray the shrub with Neem Oil which can plug their breathing tube. If you should decide to use this or other treatment READ and FOLLOW the label directions!
