This looks like mugwort (Artemisia vulgaris). Yes, it does produce flowers; this page has photos of what they look like.

This is an invasive perennial weed that is difficult to eradicate once it is established. It can reproduce from small root fragments left in the soil, as well as by seed dispersal. More information is available here: https://extension.umd.edu/resource/mugwort
