Rose problem #752056

Hello, can you tell me what is wrong with my roses? New growth leaves and bud are small or no buds at all. Stems with buds are tall and lanky.

Could you send me close up of both sides of a couple leaves with white spots especially seen at bottom part of plant in picture 1.
Also how do you water these plants?

Do you use a spring Weed killer?

I hand water the roses if there is not enough rain by putting a slow run hose by the plant base.

 

We do have a lawn service that come out to do the yard but they have been advised to stay away from the roses.   However, I did start noticing the deformity after they were last out.

I believe that your rose probably has edema from overwatering.
