Could you send me close up of both sides of a couple leaves with white spots especially seen at bottom part of plant in picture 1.
Also how do you water these plants?
Do you use a spring Weed killer?

Hello,
I hand water the roses if there is not enough rain by putting a slow run hose by the plant base.
We do have a lawn service that come out to do the yard but they have been advised to stay away from the roses. However, I did start noticing the deformity after they were last out.

I believe that your rose probably has edema from overwatering.

Herbicide drift occurs when herbicide sprays are windblown onto plants.
