The picture is of poison ivy, not poison oak. Because poison ivy causes serious rashes in some people, it is difficult to remove. I’ve attached two articles on how it can be done.

However, since it is growing up the tree, it is more of a challenge. You would need a hazmat suit to protect yourself. You can cut off an inch or two of the stem and carefully paint the cuts with an appropriate pesticide. This will kill the vine but it is still poisonous and can cause rashes even though it is dead. Also, burning it is not encouraged because the smoke can cause breathing issues.
There are commercial organizations that remove poison ivy and may be the best answer for this situation.
When using a pesticide, always read the label and follow the instructions on how to apply it.
