The 2021 Periodical Cicada brood in Jessamine County #751803

I'm confused. Periodical Cicadas began showing up on the side of my house in Nicholasville last night. What brood do we have? Brood X is a 17 year form but I had no cicadas 17 years ago in May-June 2004. However - I had a big emergence in May and June 2008 (13 years ago) and even drove down to the Indian Falls area at 11:00 pm on 5/28/2008 to photograph newly-emerged adults handing from the nymph cases. At the time I assumed these were Brood XIV, a different 17 year brood, but XIV cicadas are not due to emerge again until 2025. So, if we have Brood X now, why weren't they here in 2004? I believe Jessamine has a 13-year brood but I have no idea what to call it! Can y'all help me out here? Thanks! John MacGregor, 102 Restk Court, Nicholasville KY 40356
