Hello Pamela,
It's always best to check the soil temperature before planting. Basil is in the category of VeryTender/Warm Season crops.
Here is a link to the CSU Gardennotes : Vegetable Planting Guide
Without taking the soil temperature, there are a few guidelines. The air temperature (Day and Night) should be above 60F. Temperatures lower than 55F may stunt the plants. Is the planting area in full sun? (will warm the soil quicker). Normally one should wait 2+ weeks after last spring frost date.

Thank You for such a quick response. I did look at the CSU garden notes link that you sent me, but basil was not on their list.
Next year I will get a thermometer before plant them. My basil and peppers just went in the ground yesterday…Ooops! Evening temps around 60, but not sure if it dropped after 9pm?
