Expert Response

This symptoms doesn't suggest a disease problem.  You should investigate whether any pesticides were applied in the area recently.

The location is in error. This problem is located in Lenawee County, Michigan.
That may or may not change anything  pertaining to this bloom problem
What I do not understand is why the leaves are curling up and 1 of 10 plants plant looks to be dying

Will these plants survive through this phase of summer growing period assuming the pesticide possibility?
Are there any corrective measures I could attempt?
Thank you for your reply

Are you able to add a few images that show me entire bushes and the surrounding landscape?

Thank you for your assessment.
I believe is correct I do not know if the bush with curling leaves will survive as growth is extremely minimal at this point where all others are showing normal growth pattern.
Whoever sprayed this affected bush realized immediately the consequences. fortunately did not continue spraying more
Regarding the small blooms on all others, they appear to be growing mostly unaffected.
It would be interesting to know the what and why of that growth however.
Thanks again

We sometimes herbicides exposure (drift, residue in lawn clippings, etc.) cause leaf and bud distortion.  The amount of exposure impacts the amount of damage.  It is possible that your bushes will outgrow the symptoms over time.  In the meantime the best course of action is to provide good cultural care and continue to monitor for improvement.
