Tree peony #751429

My tree peony is 3 years old, lots of healthy leaves, gets part sun and part shade, no sign of blooms. Does it need fertilizer, planted to deep? If fertilizer, what do you recommend? Thank you.

Can I transplant it in the fall or will I risk killing it?
