What is this plant found near the upper Jones Falls stream in Maryland?

Is the branch from a tree or shrub? From the leaf characteristics, this looks like a type of willow (Salix sp). There are 16 species of Salix, native and non-native, that have been recorded in Maryland. https://www.marylandbiodiversity.com/viewChecklist.php?genus=Salix
We would need to see closer details of the plant (flowers, buds, bark, growing habit) in order to determine which one. Black willow is one of the most common in our state.
