This looks like a non-native Elm (Ulmus) or non-native Hornbeam (Carpinus), as each can have small toothed foliage that look similar to each other, particularly on young saplings. From the characteristics we can see, our best guess is Chinese Elm (Ulmus parvifolia). Despite being a somewhat weedy tree that spreads from seed, they are still planted occasionally as ornamental shade or street trees, and are also popular in bonsai.
