The campfire is grafted onto a rugosa root.
Campfire Rose is grafted on a Rugosa stem, forming a rose tree (or standard). Although you can propagate the top part of the plant by a number of ways, https://davesgarden.com/guides/pf/go/208879/#b you would still have the issue of the cold hardiness of the root.
