Are the flowers being chewed by pack rats, or could it be something else?  I have been setting a rat trap cage. Every morning the peanut butter is totally cleaned and the door closed …. No rats

Looks like maybe you tried to send a photo that didn't come through. Since we can't see the damage to the plants it's hard to tell what might be going on. If you set a larger trap set for a pack rat I wonder if mice are cleaning it out without tripping it? That would be my top suspicion for who's eating your peanut butter, but it might not have any connection to whatever damaged your plants.
