Red galls on sugar maple - phone call to helpline #749910

This was a phone call. Client has no internet, email, computer. Her question: 4 yr. old sugar maple, that self sprouted in her yard - she replanted it to back yard. The tree starts to bud out (second year she's noticed it) then tiny red balls form that get bigger and grow legs. She treated with Neem oil last year - calmed it down, but they came back. She realizes the Neem needs to be reapplied after rain. But, is there another option for organic control? Could this be Maple Gall Mites? If yes, can you give me some good information that I can mail to her as she has no computer, internet or email. Or, do you want to call her back?
