Black spots on peony buds #749844

What is happening to these beautiful peonies? Little black spots all over the buds and they are starting to turn brown and rot before they bloom. Flies are EVERYWHERE. I read online that flies are harmless but I've never had this problem with the black spots until the flies showed up. There are even black spots all over a fresh stump next to the peonies. Normally the buds are covered in ants which doesn't do any damage but this year there are no ants and a ton of flies. I set out some sticky traps but that will impact all the bugs. What do I do about the black spots and the flies? Where should I go for answers? Thanks so much for your help.

Botrytis Blight is a common cause of dieback of flower buds and other plant parts in peony. It has been a very dry spring, though and I would not expect fungal diseases like Botrytis that depend on cool, wet weather to be so problematic. However, I do note that in the photos the foliage on the plants is wet. It would be beneficial to change any irrigation regime to avoid wetting the foliage of these plants.
