This tree looks half dead. I think deer chewed on it last fall. Should I see what happens or dig it out?

This tree looks half dead. I think deer chewed on it last fall. Should I see what happens or dig it out?

Wait. I can see buds on quite a few of the upper branches. The trees are slow to leaf out this year. The drought is hard on young trees. Giving them so extra water will really help them. trickle water them for an hour or so or give them a 5 gal bucket once a week .
Should I cut dead branches off?
