What type of caterpillar? #749440

I first saw this caterpillar in abundance about a week ago. While I was away, it ate all the leaves on one of my shrubs

This looks (and sounds, from your description of defoliation) like Euonymus Leaf Notcher, a non-native pest we are encountering with greater frequency as it spreads in the mid-Atlantic.
