What times of year are good for transplanting 2 1/2 foot tall dogwoods? What about hollies? What plants or trees should be avoided when scattering wood ash in a yard?

Early spring, while the trees are still dormant, is the best time to transplant trees.  It is a bit too late to do it this year.

Wood ash from a fireplace tends to raise the pH in the soil, so try to avoid acid loving plants like hollies, other evergreens and ferns.
