Soil under a limber pine and mugo pine have a white mycelial fungus. Soil is clay and fungus is only in soil under these 2 plants. irrigation is drip and lawn spinkler.

This type of soil organism is called actinomycetes. Its appearance is due to abundant organic matter, likely needle residue in your case. I suspect the acidic needles also play into why its specifically under these two plants in our typically alkaline soils. It is actually a good sign, rather than something to worry about.
