What is this aggressive, 6-7 inch green plant that covers the ground between flowers and shrubs?

This looks like the invasive weed Artemesia, possibly Artemisia vulgaris, which is often allowed to spread at first because its leaves looks a lot like chrysanthemum leaves. It is called common wormwood or mugwort. Check the underside of the leaves to see if they look whitish. Artemesia vulgaris has a creeping/spreading habit, expanding by the growth of underground rhizomes.
