Need diagnosis for young Japanese Maple #748268

Neighbor’s I yr old Japanese Maple in East TN, some foliage is limp and other is dry crispy and brown. Tree looks quite sick!

I cannot answer this question- out of my area of expertise and also way out of my familiar geographic range. I could not figure out how to reassign it to a yards and gardens group in Tennessee.
