What are these red bugs? #748100

The red bugs are devouring my hyssop. What are they and if they are bad, how can I control them?

Looks like a fourlined plant bug nymph - a sucking insect:

For control of nymphs, try insecticidal soap. This is less effective on adults, so do it soon.
