how to care for a ruby falls weeping red bud tree #745395

I planted a ruby falls weeping red bud tree last year. At the time, it was just limbs but was told that about this time of year it would produce beautiful red buds and flower later. All I have done with it since I planted it is water it during this dry spell. should I fertilize it with anything? I would appreciate any information about growing this tree in Oregon.

A purple leaf, weeping redbud tree, Cercis canadensis 'Ruby Falls' should be blooming this week, based on other redbuds I’ve seen around this area. It might be a bit later than others. Do you see any evidence of leaf or flower buds?
