I have several marleys pink weeping styrax but one of them failed to bud. It

has no leaves. There were a few dead branches, but overall its still

green under the bark. Not sure what's wrong. I put a bag of cedar mulch

around it today. after removing a few dead branches I scratched other areas of the bark from to to bottom. The areas are still green under the bark. 

Thank you for your question. You will need to talk to the NC Forest Service. They are arborist and their service is free. If you ask they will come out and look at your tree and advise you what to do.
