My giant Tallow tree next to my two story house is not putting out leaves yet. Is it possible that it was frozen during the last winter freeze? If so, how do I find out if it is dead?

It is quite possible that our low temperatures in February have killed your tree. Because it is a large tree growing near your house, I recommend hiring an ISA Certified Arborist to evaluate and remove it if necessary. https://www.treesaregood.org/findanarborist
