Dry twigs of a weeping willow #744406

I moved in a house with a mature beautiful flourished weeping willow. This spring I noticed that most of the bottom twigs are dry and other twigs are bare and sparse sprouting. The holes on the trunk is for the creeping plant grown up to the top of trunk that I had them removed. I have attached some pictures of it. I appreciate any suggestions that help to prevent any damage to spread to my tree. Thank you in advance.

In general, a healthy tree can withstand some woodpecker damage. If your tree is declining, there is probably some other reason.
