Hello,
I planted a small Witch Hazel tree in September 2019 (purchased from Herring Run), so 18 months ago, but it's still quite small. (About 6' tall but very skinny.) Would you recommend covering the tree with netting to protect from cicadas and, if so, where does one purchase the netting in a small quantity? Thanks!

Yes, you may want to protect your small tree, assuming that you see any cicadas. Keep in mind that cicadas must live under trees for 17 years, so if trees were not there 17 years ago, you may see few to no cicadas.
