Serbian Spruce #737683

Hello I had this Serbian Spruce installed in Oct 2020, it's starting to look brown please see the pictures. Is it dying or is this normal after winter? When I touch the needles which are brown they fall right off. Any help would be appreciated.

My first reaction is that the tree didn't get enough water especially on the side where you see extensive browning. I think I can see a little browning elsewhere but not as dramatic.
The tree has been in the ground just a year at the beginning of winter. For a tree of this size , it takes at least 3 years for the tree roots to reach out from the restrictions of the nursery and grow and elongate. This means that the entire area under the tree must get sufficient water to the furtherest reach of the branches. As the tree grows the roots will extend beyond the drip line of the tree.(drip line-where water falls onto the ground after falling onto the leaves/needles).
Your mulch around the tree should be 3-4 inches, no more. Otherwise the water will not reach the roots.
It is always important to water a newly planted tree well as it is going into winter. This is particularly true of evergreens as they transpire water vapor through their needles. I would suppliment water for at least 3 years... depending on our rainfall going into freezing weather.
There are diseases that cause browning of needles but you can also see discoloration of the needles, small black dots on them or cankers on the branches. It is hard for me to tell from a photo.
You should consult an arborist if your tree doesn't produce new needles this spring as it should. You should be able to see them at the tips of the branches.
