When would it be best to trim an English laurel hedge to keep the seeds from spreading and sprouting all over the garden.

Your best bet would be to prune IMMEDIATELY after it flowers, before any of the flowers have a chance to go to seed. If you have a second flowering, which happens frequently with English laurel, repeat pruning as necessary.
