I apologize for the delay in our response. That is a type of micromoth. Unfortunately, it is also a very diverse family so I'm afraid I can't be more specific. Some can be agricultural pests but most feed in low populations on our native vegetation. The adults may not feed, but if they do at this time of year they would likely be feeding on resin. The caterpillars are the feeders on plants usually during the summer months and overwintering as a caterpillar or pupa so they are ready for next summer, but some are different and overwinter as adults. They are likely a valuable food source for winter foraging bird like Chickadees and Juncos.
